It's an unfortunate fact that emails are not really a guaranteed communication method. There are millions (if not billions) of spam emails sent every day, and as a consequence, email providers are constantly tweaking their spam filters.
This means that some ISPs may block seemingly legitimate emails you send to your members, for no apparent reason.
The first thing to check if you have members that aren't receiving your emails is if the member is on the email blacklist. Simply view the member in question and you will see a red notice if they are on the black list. Or, run the email black list report.
The second thing to check is the member's email delivery reports. View the member and click on the envelope icon next to their email address. A popup will open containing all the emails you have sent them, along with a date/time stamp of when it was marked as delivered.
However, if the ISP does not sent back a notification stating that the email was delivered, the date/time field will be blank. Most ISPs do so if it's blank you can assume that the recipient didn't receive it.
In this case, the member needs to contact their ISP (whoever manages their email) and ask them why certain emails (give subjects and times) are getting blocked.
Also it would be a good idea for the member in question to add you to their email white-list or safe senders. See this article
for how to do that in a few different email systems.
Also, remember that members can view the emails you send them by logging in and clicking on the "Communications" tile on their dashboard.
